The Herald-Sun - City says tents for homeless not legal at church

In Durham, NC the homeless can pan handle on any street corner or even in open lanes of traffic if they have a permit, but a church cannot put up temporary tents allowing for a dry nights sleep without breaking the law. Now if the homeless choose to squat in the woods and on state right of way, which they do, that's ok too, no one says or does a thing. What's wrong with this picture?

I would hope that the complaining merchants on Ninth Street and Main Street in the vicinity of Duke's East campus might become involved in a solution to this problem.
